Building the Next-Generation Workforce for the UAS Industry in Austria and Beyond

Unmanned aerial systems (UAS), also known as drones, are a rapidly developing aviation sector that opens up exclusive and new sustainable economic perspectives. EU Transport Commissioner Violetta Bulc stated in 2016: "Drone technologies are a unique opportunity for the European economy to generate additional growth and prosperity: they open the door to new markets for innovative services with immense potential". However, the sustainable development of these new markets and innovative services requires, as a key prerequisite, a sufficiently high number of excellent and fully trained workers, which are currently not available on the scale needed.
Initiatives around the world are striving to respond to the changing nature of work and growing skills gaps, which is referred to as "Industry 4.0" or the "Fourth Industrial Revolution". Other disruptive changes such as increasing globalisation, ageing populations, climate change and technological advances, including the increasing impact of artificial intelligence (AI), underline the importance of training and developing the necessary skills to succeed in this innovative aviation sector.
“DronePilot” aims to build the next generation of workforce for the UAS industry in Austria and beyond, focusing on the following key innovation goals:
(1) Develop a new holistic training framework for current and future UAS pilots;
(2) Integrate “DronePilot” training into the European Qualifications Framework (EQF) by applying innovative and new “learner-centered” approaches to skills upskilling and reskilling, such as through “micro-credentials”;
(3) Develop a vision for an internationally recognized and fully certified European Drone and Data Academy (EDDA), positioning Austria as a central “UAS education hub” in Europe.
These innovation goals contribute significantly to relevant SDGs and clearly address relevant goals of the TakeOff Call 2021 such as "Focus on the human factor for performance and service-oriented aviation" and "Digitalization for competitive, safe and/or environmentally friendly aviation".
The Carinthia University of Applied Sciences, the Joanneum University of Applied Sciences and AIRlabs Austria GmbH form a very well-established and nationally and internationally recognized interdisciplinary consortium in the UAS community. This consortium with strong individual partner networks joins forces with excellent expertise and committed know-how in the areas of general aviation, applied UAS research and integration into supply chain processes, legal UAS regulation, provision of UAS test infrastructures along the entire TRL spectrum, digital data management, continuous training and design of accredited courses and training programs as well as the successful management of innovation processes. The project consortium is supported by the “African Drone and Data Academy” founded by UNICEF, which already has excellent know-how in developing needs-based, innovative UAS education programs for young people.

Unbemannte Luftfahrtsysteme (UAS), auch Drohnen genannt, sind ein sich schnell entwickelnder Luftfahrtsektor, der exklusive und neue nachhaltige wirtschaftliche Perspektiven eröffnet. EU-Verkehrskommissarin Violetta Bulc erklärte 2016: "Drohnentechnologien sind eine einzigartige Chance für die europäische Wirtschaft, zusätzliches Wachstum und Wohlstand zu generieren: Sie öffnen die Tür zu neuen Märkten für innovative Dienstleistungen mit immensem Potenzial". Die nachhaltige Entwicklung dieser neuen Märkte und innovativer Dienstleistungen erfordern jedoch als zentrale Voraussetzung eine ausreichend hohe Zahl exzellenter und umfassend ausgebildeter Arbeitskräfte, die derzeit nicht in dem benötigten Ausmaß verfügbar sind. 
Initiativen auf der ganzen Welt bemühen sich, auf die sich verändernde Art der Arbeit und die wachsenden Qualifikationslücken zu reagieren, was als „Industrie 4.0“ oder die „Vierte industrielle Revolution“ bezeichnet wird. Andere disruptive Veränderungen wie die zunehmende Globalisierung, die alternde Bevölkerung, der Klimawandel und der technologische Fortschritt, einschließlich der zunehmenden Auswirkungen der künstlichen Intelligenz (KI), unterstreichen die Bedeutung der Aus- und Weiterbildung und der Entwicklung der notwendigen Fähigkeiten, um in diesem innovativen Luftfahrtsektor erfolgreich zu sein.
 „DronePilot“ hat sich zum Ziel gesetzt, die nächste Generation von Arbeitskräften für die UAS-Industrie in Österreich und darüber hinaus aufzubauen und konzentriert sich dabei auf die folgenden zentralen Innovationsziele:
(1) Entwicklung eines neuen ganzheitlichen Ausbildungsrahmens für aktuelle und zukünftige UAS-Pilot:innen; 
(2) Integration der „DronePilot“ Ausbildung in den Europäischen Qualifikationsrahmen (EQF) durch die Anwendung innovativer und neuer, auf den Lernenden" ausgerichteter Ansätze für die Höher- und Umschulung von Fähigkeiten, wie z.B. durch „Micro-Credentials"; 
(3) Entwicklung einer Vision für eine international anerkannte und vollständig zertifizierte European Drone and Data Academy (EDDA), die Österreich als einen zentralen „UAS Bildungshub“ in Europa positioniert.
Diese Innovationsziele tragen wesentlich zu relevanten SDGs bei und adressieren klar relevante Ziele des TakeOff-Calls 2021 wie "Fokus auf den Faktor Mensch für eine leistungs- und serviceorientierte Luftfahrt" und "Digitalisierung für eine wettbewerbsfähige, sichere und/oder umweltfreundliche Luftfahrt".
Die FH Kärnten, die FH Joanneum und die AIRlabs Austria GmbH bilden ein sehr gut etabliertes und sowohl national als auch international anerkanntes interdisziplinäres Konsortium in der UAS Community. Dieses Konsortium mit starken individuellen Partnernetzwerken bündelt seine Kräfte mit exzellenter Expertise und engagiertem Know-how in den Bereichen Allgemeine Luftfahrt, angewandte UAS-Forschung und Integration in Supply-Chain-Prozesse, gesetzliche UAS-Regulierung, Bereitstellung von UAS-Testinfrastrukturen entlang des gesamten TRL-Spektrums, digitales Datenmanagement, kontinuierliche Weiterbildung und Gestaltung von akkreditierten Kursen und Ausbildungsprogrammen sowie das erfolgreiches Management von Innovationsprozessen. Das Projektkonsortium wird von der von UNICEF gegründeten „African Drone and Data Academy“ unterstützt, die bereits über exzellentes Know-how im Aufbau von bedarfsorientierten, innovativen UAS-Bildungsangeboten für junge Menschen verfügt.
